Officers said they were investigating at least eight separate shootings in the West Valley area on Thursday.
During a press conference, police said a suspicious vehicle, identified as a white SUV, was involved in the series of attacks.
Brandon Sheffert, spokesperson for the Peoria Police Department, said there were 13 victims in total and not all of them had gunshot wounds.
Four people were shot and the other injuries involved “shrapnel and the place where a car crashed,” he added.
Officers also said that one person, identified only as an “adult male” was arrested in connection with the attack and was in detention.
Asked about a possible motive for the murderous insanity, Brandon said, “We don’t know the connection, we don’t know what the motive was, we don’t know what this person was thinking when they went out and did that. “
He added: “These are the first steps in this investigation… with several agencies involved. And this person had that party in the West Valley this morning for a period of an hour and a half.
“It’s a lot for us to investigate, so we have teams that go everywhere.
“We ask citizens to stay away from the areas where they are conducting these surveys, but if they have any information to call us. “
“We have two people confirmed shot in random acts,” Surprise Police Sgt. Greg Welch told CNN. He said there were several filming locations but could not provide an exact number.
He added that a suspect had been “apprehended during a traffic stop”. He said one of two gunshot victims in his community is hospitalized in critical condition.
Officers added that a weapon was found inside the vehicle and the arrest was “without incident”.
A Banner Health spokesperson told ABC15 that they had received a total of nine patients at three of their hospitals in connection with the multiple shootings, which they characterized as a car shooting incident.
None of the victims or the suspect in the case have been identified by authorities.

The United States has been rocked by a series of mass shootings in recent months, including in San José, which left nine dead after a man opened fire before turning the gun on him at a train station sorting.
The country has seen at least 200 mass shootings in the first 132 days of this year, according to a report from the Gun Violence Archive, a nonprofit research group.
