Semien finished with three hits and three RBIs, and Vladimir Guerrero Jr. hit his 11th homer, a solo workout in the eighth that gave him homers in three straight games.
Toronto took an 8-0 lead and won for the sixth time in eight games, going five games to over 0.500 for the first time this season.
Philadelphia right fielder Bryce Harper (right shoulder pain) and wide receiver JT Realmuto (left wrist pain) were both out of the lineup after leaving Saturday night’s game earlier.
Harper replaced Scott Kingery in full right in the sixth inning. Harper bunted for an out with two and an out in the eighth with the Phillies down 9-4, then failed two on the ninth with a late-game strikeout on a fastball from Jeremy Beasley, the eighth step of the bat.
Beasley replaced Jordan Romano, who was controlled by a track coach early in the ninth, then came away with two strikeouts.
Nick Maton had two homers and had four runs for the Phillies. He hit his first big league home run, combining with Andrew McCutchen for back-to-back home runs in a three-run fifth, and added another solo practice during the sixth. His two-run single in the eighth closed Philadelphia at 9-6.
Phillies shortstop Didi Gregorius (stiff right elbow) missed his fourth straight game. Receiver Andrew Knapp was scratched late due to the strain on the left side.
Toronto starter Robbie Ray (2-1) allowed four runs and seven hits in 5 2/3 innings. The left-hander had his career best streak of 30 1/3 innings without a stop when Odubel Herrera made a free pass with two outs in the fourth.
Semien and Bichette connected to start the first off Chase Anderson (2-4).
Danny Jansen and Bichette had RBI singles, Guerrero Jr. had a brace and Grichuk added a two-point brace in the second to make it 7-0.
Semien also had an RBI brace in the third inning that put Toronto ahead 8-0 and a rushing scorer in the seventh inning.
Anderson gave up seven runs and eight hits in a 1 1/3 innings.
The Outfielders of both teams struggled at times to keep up with the flying balloons with the sun, high skies and wind at TD Ballpark. Several hits also fell between the infielders and the outfielder.
Phillies: McCutchen, who had locked his left hip flexor during a Saturday night at bat, was the DH.
Blue Jays: Relief Rafael Dolis (right calf strain) threw a simulated 21-pitch game and did defensive drills. … DH Rowdy Tellez appeared to hurt that leg while running on a single in the eighth and was out of the game. … Jordan Romano was controlled by a coach early in the ninth and came away with two strikeouts.
Phillies: RHP Zack Wheeler (3-2) will take the mound Tuesday night against Miami.
Blue Jays: LHP Hyun Jin Ryu (3-2) will face Boston LHP Eduardo Rodriguez (5-1) in the opener of a three-game series on Tuesday night.
