He then took issue with the assertion, repeatedly made by ministers, that a lack of transparency on vaccine deployment was necessary for reasons of national security and sensitivity to global demand.

“After looking at classified elements of Covid’s response, [the Government could ] make public vaccination plans 99% safe, ”he said.

“’National security’ has virtually nothing to do with the critical aspects of the problem, a few elements [could] be withheld when publishing all critical parts of the plan. “

Sage should have been open for review

Mr Cummings also claims that he and Sir Patrick Vallance, the chief science adviser, had been pushing to make the Science Advisory Group on Emergencies more open and transparent “long before that happened”.

However, he claims that although he argued for his subgroups to be subject to a “scrutiny” before the first lockdown, he was encountered by the Whitehall “barrier”, which he said had a “cultural hostility to openness”.

“This barrier means that SAGE is still too closed and too little of its public cogs,” he added.

The public inquiry is a means of “delaying the examination”

While the announcement last week that the Covid-19 pandemic will be the subject of a full independent investigation was widely welcomed, Mr Cummings said the purpose of official investigations was ‘the opposite of learning’ (see thread tweet 25, below).

He added that the purpose of an investigation was “to delay the review, preserve the broken system and distract the public from reality.” [real questions], leaving the parties and the senior civil service essentially intact ”.
