TORONTO – The Public Health Agency of Canada (PHAC) says 798 fines have been imposed on travelers arriving in Canada for refusing to quarantine at a government-authorized hotel.

The agency told CTVNews.ca in an emailed statement that 606 tickets were issued in Ontario and 192 in British Columbia between February 22 and May 7.

PHAC said it has no records of tickets issued in Quebec because tickets are issued by provincial prosecutors and not by law enforcement. PHAC stated that it was also not aware of the enforcement action taken in Alberta.

The number of fines almost doubled last month. PHAC previously told CTVNews.ca that 404 tickets were issued to travelers refusing the quarantine on April 19.

As of February 22, international travelers arriving in Canada must be tested for COVID-19 on landing and quarantined, at their own expense, at a government-authorized hotel near one of the four plus major airports in Canada pending the results of their tests. Unless travelers are exempt, it can take up to three days and cost up to $ 2,000.

“Mandatory quarantine or isolation after international travel is one of our key public health measures that have been shown to be effective in reducing the spread of COVID-19,” PHAC said.

Fines for denial of quarantine at a designated hotel can be up to $ 3,000 for each day of non-compliance. PHAC says failure to meet this requirement is a violation of the Quarantine Act and that tickets are being issued to travelers under the Contraventions Act.

Most provinces currently use this ticketing regime, but PHAC has stated that Alberta, Saskatchewan, Yukon, Northwest Territories and Nunavut do not use this format to issue fines.

“Although PHAC works closely with local law enforcement agencies and receives data on most law enforcement activities undertaken under the Quarantine Act, the Police are not required to send law enforcement information to PHAC. As a result, enforcement actions may not be reflected in PHAC data ”. says the agency.

PHAC noted that it “reaches over 6,500 travelers per day” by emailing travelers and calling air passengers through a live agent or robocall to promote compliance with quarantine requirements.

In addition to a fine, those who refuse to self-quarantine in a government-authorized hotel are also referred to local law enforcement for “priority follow-up,” says PHAC.

“Like all other travelers entering Canada, the person who leaves with a fine will also be subject to PHAC’s compliance verification activities, including live calls and / or robocalls, to verify compliance and identify non-compliance with the obligations imposed under section 58 of the Quarantine Act, ”the agency said.

As hundreds of fines have been imposed on international travelers refusing to stay in a quarantine hotel, PHAC has said compliance with border measures remains “very high”.

“Since the 14-day quarantine measures were introduced in March 2020, 95% of travelers are following their mandatory 14-day quarantine or isolation,” PHAC said.
