Mr Biden made the comments at a press conference Thursday.
The president said he has known the Chinese leader from his days as vice president under Barack Obama.
“He doesn’t have democratic bones – with a little bone in his body, but he’s a smart, smart guy,” Biden said.
Mr Biden also compared the Chinese leader to Russian President Vladimir Putin.
“He’s one of the guys like [Russian President Vladimir] Putin, who thinks autocracy is the wave of the future [and that] democracy cannot work in an always complex world, ”he said.
The president pledged to prevent China from becoming the “richest” country and the “leader” in the world by relying on allies and stimulating US investment in technology.
“I see fierce competition with China,” Biden said. “China has a global goal, and I’m not criticizing it for that goal, but its overall goal is to become the first country in the world, the richest country in the world, and the most powerful country in the world. This will not happen under my watch, because the United States will continue to grow and develop.The president said that the competition between the countries would be that of democracy against autocracy.
“We are not looking for confrontation, even though we know there will be tough and tough competition,” he said. “It is a battle between the usefulness of 21st century democracies and autocracies.”
Mr Biden and Mr Xi spoke for the first time since the former was elected on a phone call in February.
The appeal “underscored its fundamental concerns about Beijing’s coercive and unfair economic practices, the repression in Hong Kong, human rights violations in Xinjiang and the increasingly assertive actions in the region, including against Taiwan, ”according to the White House.
Mr. Biden called China “the most serious competitor” of the United States.
China’s state-run Xinhua News Agency said Xi had expressed a desire to improve U.S.-China relations after four controversial years of Donald Trump’s saber-rattling.
“You said America could be defined in one word: possibilities. We hope that the possibilities will now point to an improvement in Sino-US relations, ”Xi reportedly said.
Xi is also said to have said that “the US side should respect China’s fundamental interests and act with caution.”
