But cash-strapped Barca couldn’t find the money to get either club to sell.
Now Koeman wants the pair in January – and also continues to target former Manchester United striker Memphis Depay.
The three players are out of contract next year and the Barcelona coach is hoping his club can raise enough money to strike a trio of deals.
Koeman confirmed: “Our interest in Wijnaldum is strong.
“I wanted to bring him here this summer because he has the ability to do fantastic runs from the midfield and show up in the box at the right time.
“I am convinced that he can really add something to the team. But Barcelona’s financial situation was known at his club.
Koeman added: “There’s a chance we have another chance for Garcia.
“But at the moment I can’t know how the club’s finances are in January, so I have to wait and see. ”

United still have the option of buying Depay back, but Barca had a deal ready for the Dutchman to sign in the final transfer window.
Koeman said: “Everything was ready, but because of La Liga rules we knew we had to sell before we could sign our goals.
“In the end, it was not possible. It was disappointing, but Memphis knew how the situation was at Barca.
Depay has scored 58 goals in 144 appearances for Lyon since his £ 16million transfer from United in January 2017.
