The car can be seen entering the man, who is thrown onto the hood for a few seconds, before hitting the ground.
Six police officers can then be seen pinning the man, who is bipolar, to the ground around 4:10 p.m.
It is alleged that one of the police officers then kicked him in the face.
The father reportedly waited for a mental health bed at the North Hospital, but decided to leave after waiting more than a day in the emergency room.

Hospital staff called the police to take him back, but the violent arrest proceeded and he had to be placed in an induced coma.
The man’s father, Glen, told 9News he was devastated by the incident as his son suffered from bipolar disorder.
He told reporters that officers “could have killed him.” It’s disgusting. ”
Papa Glen said the family were not allowed to see his son and that it will take days for doctors to determine if he has suffered permanent brain damage.

He added that his son, who runs a successful business and has just completed building his dream home, had not suffered a mental health episode for nine years.
An eyewitness called George told Nine News that the man was pinned to the ground by police and beaten “repeatedly”.
“They kicked him in the head several times when they also had five police officers who had already pinned him to the ground,” he said.
Other eyewitnesses filmed the incident from a nearby car, while watching the arrest unfold in horror as sirens sounded.
“Am I a witness to this? What the f ** k ”a witness can be heard saying.
“You’re kidding me,” another person yells from inside the car.
A witness shouted “you have your head” as officers immobilized the man on the traffic block.
Victoria Police have confirmed attending the scene following reports of improper behavior by a man.
A spokeswoman said: “During the very dynamic incident, a police officer was assaulted and eye spray was deployed before the man was arrested and then taken to hospital for evaluation.
“Upon arrival, the man allegedly became aggressive and damaged a police vehicle while trying to avoid arrest.
