According to reports, most of the people on the plane were students at an aviation college run by the Ministry of Defense.
The crash occurred about 2 km (1.2 miles) from a military airport, the state emergency service of Ukraine said in a statement.
“The bodies of 22 people have been found, two people have been injured and the search for four people is continuing,” he said.
Reports said the plane had a military crew and most of those on board were students from the institution run by the Ministry of Defense.
The two injured were taken to hospital in serious condition and the search for the other four missing persons continued, Deputy Interior Minister Anton Gerashchenko said.
The plane was on a training flight, President Volodymyr Zelenskyy said in a statement, citing preliminary information.
There was no immediate indication of the cause of the accident.
