Inter boss Antonio Conte is a fan and the Italians believe they could push Spurs into a swap deal with Jose Mourinho, an admirer of 25-year-old Milan Skriniar.
The Slovakian defender could be a potential replacement for Jan Vertonghen after the Belgian defender left Spurs for free this month with his contract at the end.
But the Spurs refuse to give up Ndombele.
The club still believe they could follow the lead of Son Heung Min and Moussa Sissoko, now among their key players.
Son attempted to force quit in 2016 after only a year for reasons similar to Ndombele, but eventually adapted and has since become indispensable.
Sissoko, signed in 2016, struggled for the first two years of his time at Tottenham before finally regaining his form.
Earlier this month, Jose Mourinho insisted that Ndombele – who has suffered injuries and poor form – could follow Luka Modric’s lead at Real Madrid as an example.
Modric, signed by Mourinho, was voted worst signing in La Liga after joining Real from Spurs in 2012. Modric has won four Champions Leagues there.
