Protests over suspected security concerns near the buildings and a nearby hotel that has also been converted into a shelter have sparked tensions in the area over the past month.
Critics say there has been an increase in crime in the area, although police have not confirmed this.
In response to the complaints, the city proposed a number of new measures, including 24-hour security and mental health and addictions support.
