France’s regulator for telecommunications, Arcep annual report on the situation on the French telecoms market shows that in 2019, in France, the operators have invested 500 million euros more than in 2018, for a total amount (excluding expenditures on the frequencies) of € 10.4 billion. The investment in nominal terms have increased by nearly 50% in five years. For the third consecutive year, the increase in investment levels is primarily due to an increase in operator expenditures for fiber deployments.
At the end of 2019, 18.3 million premises had the right to subscribe to a fibre access plan, which accounts for 4.8 million access lines deployed in a single year. Alongside this growth is the constant increase in the pace of fibre adoption; 7.1 million households had adopted the technology of fibre-optic network by the end of 2019 (+2.3 million year-on-year).
This spending increase has gone hand in hand with a decrease of the operators of sales (-1% in 2019), and virtually unchanged prices for residential consumers in the fixed and mobile services in mainland France in the course of 2019. After a sometimes very significant decline in prices in 2018, the operators have reduced their promotional offer last year.
In terms of traffic, the trend on fixed and mobile networks is in harmony with the previous years. This includes an ongoing surge in mobile network traffic, for voice calls (+4%), but especially for data services (+44% yoy). 4G, the users of the network are rising at an extremely fast pace; increase of 7.1 million euros compared to 6.1 million in 2018, to reach $ 54.8 million by the end of 2019. These customers consumed an average of 8.6 Gb of data per month, which is 2 Gb more than the previous year.
