Latest guidelines for permanent resident applicants


Immigrating to Canada during a pandemic can be a challenge for new permanent residents, and many may wonder how the government is coping.
Immigration, Refugees and Citizenship Canada has released guidelines for applicants for permanent residence who plan to arrive and settle in Canada in the coming months and who may have seen the pandemic affect their plans.

The final COVID-19 delivery instructions for applications for permanent residence in Canada and abroad were released on May 29, 2020 by IRCC.

New admission to permanent residence continues

Currently, the reception of new applications for permanent residence continues.

Incomplete files due to missing documents will be kept and reviewed within 90 days.

New completed permanent resident applications continue to be processed through normal procedures.

However, if a new application lacks supporting documentation, an explanation should be added to the application referring to service outages due to travel restrictions related to the coronavirus. Providing this explanation is important and may result in promotion and the review of the request within 90 days. New requests will be processed in the order in which they are received.

Failure to provide an explanation for an incomplete request or incomplete requests for reasons unrelated to the coronavirus pandemic may result in rejection of the file.

Principal applicants for permanent residents who are in Canada and have dependents abroad will continue to have their application processed, but processing delays may occur. However, the principal applicant should not be granted permanent residence if their dependents abroad cannot travel.

When travel is again possible, applicants will be informed of the next steps.

CoPR and PRV approved

Permanent resident applicants who are in possession of a Confirmation of Permanent Residence (CoPR) or a Permanent Resident Visa (PRV) must inform IRCC, using a web form, if they cannot travel before the date when the document expires.

The files will then be processed according to the specific circumstances of the requester.

Persons with a valid COPR and PRV who cannot or do not want to travel must inform IRCC so that a note indicating their situation can be added to their file. A reminder must also be added to the file relating to the expiry date of the document. If the applicant becomes able to travel before the expiration date of the COPR and PRV, they will be encouraged to use their existing document to land in Canada.

Persons whose COPR and PRV have expired and who have informed IRCC of their inability or refusal to travel before the document’s expiry date will have their files reopened and reviewed within 90 days.

Reopening of applications

Once the applicant has informed IRCC via the web form that they can travel, the application can be reopened for re-approval provided that the applicant and their family members, whether accompanying or not, have passed the immigration medical exams, criminal and security checks and that they are valid. passports.

If the 60-day waiting period has passed and the applicant has still not informed IRCC that he is able to travel, a note should be added to the request for review after an additional 60 days.

Since the start of the pandemic, IRCC has reiterated that it will not close or reject open requests due to missing documents. IRCC introduced a variety of special policy measures and increased flexibility during the COVID-19 pandemic to accommodate as many foreigners as possible.
