The Senegalese international has reportedly been on United’s radar for some time as he searches for a long-term defensive partner for Harry Maguire, while Liverpool have also been linked to the 28-year-old.
United has already offered £ 71 million for Koulibaly, according to Mail Online, while Paris-Saint Germain is also in the picture as it seeks a long-term replacement for Thiago Silva.
Koulibaly has been told to choose Liverpool over United so that he can team up with Virgil van Dijk in what central pairing that would envy world football.
But he has also been asked to consider Chelsea if he wants to move to the Premier League this summer.
The advice comes from Frank Leboeuf, the former central defender for Chelsea and France, who says his former team has a better chance than United of realizing Koulibaly’s ambitions in silverware.
“I will never ask him to go to Manchester United for several reasons,” Leboeuf told ESPN FC.
“I want him to win stuff and I think Manchester United is no longer the club they used to be and they are not ready to win stuff.
“I think Liverpool would be perfect for [Virgil] van Dijk, that would be fantastic. In Paris Saint-Germain also with Marquinhos, there would be two big central defenders.
“I think Chelsea will need a player like that. I don’t know if Koulibaly will be interested, but even if they have two very good central defenders, Koulibaly belongs to another level and would be fine. ”
The PSG draw could prove strong for Koulibaly, born and raised in France and owner of a property in the capital.
But Leboeuf believes that the defender could be tempted by the possibility of playing alongside Van Dijk.

“I know he has a connection to Liverpool, Van Dijk and Koulibaly in the back – my God, it’s going to be another red season I guess.
“You have to make a choice at certain times. The question was, “What is the best solution for Koulibaly?” ”
“Certainly with Van Dijk, and when you’re a defender like Koulibaly, it would be the best central defense in the world,” said Leboeuf.
