WASHINGTON – Secretary of Education Betsy DeVos on Wednesday released final rules on how public and private schools and colleges should respond to allegations of sexual misconduct, locking in protections for accused students and faculty, but temper previous proposals which critics say would harm victims of assault and harassment.
