The Brazilian will be a free agent on July 1 after failing to reach a new deal with the Stamford Bridge club.
Previously, Barcelona had been linked to a move for Willian, who has been allowed to speak to other clubs since January due to his contract status.
However, reports from Spain have said the Brazilian international is in talks with Liverpool over a decision.

But football.london understands that Willian has not had any discussions with the Premier League club despite reports in Spain suggesting it.
He was allowed to return to Brazil at the start of the isolation to be with his family and to look back at what he said in March could perhaps indicate where his future lies.
“We really love London, I have said it repeatedly,” he told ESPN Brasil after his team’s 4-0 victory over Carlo Ancelotti.
“It is a city where my family and I love to live.
“I don’t know why she [his wife] published this article, but the contractual situation is really not easy.
“Chelsea offered me two years, I asked for three years and it all stopped there.”
