Cuomo said officials would consider restarting the economy, but noted that the state was not there yet as coronavirus deaths were still occurring at a high rate.

He added that determining when and how to restart the economy would depend on tests, especially tests to confirm whether people have anti-coronavirus antibodies in their system and are likely to be immune to the virus. .

The governor said New York should increase testing capacity to test large numbers of residents and announced that the state would invest in testing companies working to increase capacity.

He said he understood the frustration of residents asking when social distancing could end.
