The plan provides advice to local and state governments on how to reopen the country safely and in stages, the newspaper reported.

President Donald Trump has lobbied to reopen the country as soon as possible, although experts warn that it is too early to lift the demands for social distancing and other restrictions.

CNN asked government agencies to comment.

The public health strategy obtained by mail is just two parts of a larger planning document that includes eight parts, according to an official who spoke to the newspaper on condition that he remained anonymous.

The strategy has three phases, according to the report. One is preparing the country through a “communications campaign and an assessment of the community’s readiness until May 1,” according to the Post.

In the second phase, the manufacturing of test kits and protective equipment would be intensified and emergency funding increased. It would last until May 15, the Post reported.

The “reopening in stages” would start after that and depend on local conditions.

The plan says the reopenings will not take place until May 1, the Post reported.

Schools, daycares and other institutions that care for children are the first priority, the report said, citing the CDC’s response document.

According to the plan, some restrictions will be necessary until vaccines are available or there is broad immunity, as the models indicate “a 30-day shelter in place followed by a 180-day lifting of all attenuation results in a large rebound curve, “according to the Post report.

The White House and members of the coronavirus task force discussed the strategy, according to the Post.

Trump said on Tuesday that he would soon reveal details and guidelines for the nation’s reopening.

Trump said he would “authorize each governor of each state to implement a reopening and a very powerful reopening plan for their state.”

The president said he would soon speak to the 50 governors of the plans and said some states without a major epidemic could potentially open before May 1.

Trump also listed a large number of people, groups and businesses on Tuesday who will consult with the White House to rebuild the US economy after the coronavirus pandemic.

Grouped by industry, the White House calls these “major industrial groups of American economic recovery”.

The list of lawmakers working with the White House on this effort will be announced on Wednesday, Trump said.

Governors across the country have begun to discuss options for reopening businesses and schools in their states. Several said they were forming task forces and coalitions to come up with plans to reopen the country.
